1. Introduction
The world certainly now faces many grave humanitarian crisis that need large scale cooperation. They have different locations, different source and different extension, from the AIDS crisis that has been menacing the existance of many sub-Saharan African nations to failure of war-devastated countries like Nepal to provide basic health service. Certain infra-state armed conflicts also add the problems, like what has happened in Darfur, Sudan where hundreds of thousands refugees were internally displaced.
